Loyalty for POS NOT based in points

Hi,

So I'm looking for a loyalty program that basically allows me to create tiers and add my clients either manually or automatically to those tiers.  Each tiers would mean a specific discount for specific collections but it would be forever. I'll explain, most loyalty programs rewards points for purchases so people buy back, but since I'm in a small town and people here usually operate like this I would like to have this fix percentage fixed by a tier o list of clients so my employees wouldn't need to do anything manual or ask me the percentage.

I know this is very specific or odd but I would really appreciate the help.
