Out of stock for certain country

My Store has two countries and languages (with weglot), US and Germany. Both with two different stocks, US and Germany.

If i run out of stock on product X for Germany but i still have stock in US, i don't want to ship from US to Germany. Is it possible to show the product out of stock for Germany users only? 

I guess this could also lead to the answer of seeing the calculated shipping based on browser location? Is there some app which offers this?

This question is not for the checkout page, because there you get it already, but i dont want my users to reach there if they be able to buy it. I want my clients to see it as soon as they add it to cart, or even before, that it wont be available.
