pre-populate delivery address with a specific address based on a URL parameter / discount code

Hi,

We have a client that has multiple pick up locations and these locations are based on the discount code where they get free delivery.

ATM, we don't have any permissions to make any changes to the checkout/payment page unless we get Shopify Plus which is well outside our client's budget.

What we want to do is populate the delivery address based on the parameter in the URL which is linked to a specific address. We have around 20 different addresses all of which have different URL parameters/discount codes.

We were initially thinking that building an app might do the trick but we are not sure whether this would be achievable. We would prefer not to develop an app as it would mean additional maintanence.

Can anyone suggest a solution for this or perhaps a work around?
