It seems odd that when I have a customer that's already in the system, I have to then ask them for their shipping info. Am I missing something here? It seems like this could easily be selected as a "Use existing address" or "enter different address" option.

Have you enabled customer accounts? Could be these users have created an account, but do not yet have an address saved to their customer account. If you go to Shopify Admin > Customers and look at your customer records and that customer does have address data, then the customer will not have to input their address during checkout.
