Sending a draft order email without the tax calculation

If a draft order is sent to a new customer, the draft order is created with our local sales tax rates. That tax rate and total is shown on the draft order email. The sales tax is then re-calculated only after the customer inputs their info.

Is it possible to send the draft order without showing the tax calculation and only have it calculate once the customer adds their info?
