When an item is returned without the being able to attach to an order. (No receipt, Gift, Payed Cash, Visa Cardholder)
The only way to then return the item is accept the item as a payout of cash and either give the cash back or apply to new purchase or purchase gift card.
Either way it does not remove the original tax liability collected. We just gave the state an extra tax collected on an item we never sold.
Shopify has done nothing about this. They acknowledge this is happening. For 16 months I've been complaining about this. Same old story, Developers are working on this.
