Shopify POS Login

Am I not able to log into my POS software on the IPAD with a Staff Account?  That seem super counterproductive, in that I would like my staff to be able to manage aspects of the POS system on the Ipad, but still have limited access to shopify backend.  In other words, if the staff has trouble logging into the Ipad, a full user must be present in each store to log them into the IPAD??
