Tax rates incorrect

I have added products in the store and set an Tax override from 25 to 5% because its art we are selling and art has only 5% tax.

The overrided products say 5% tax in the POS.

But we have way more products and framing that we do in store, and we need to create new custom sales for these services and products, these custom sales are set with 25% tax. That is incorrect they should be 5%. Is it possible to change the default tax from settings of 25% to 5% as it is the correct tax that we charge here in norway?
