Access denied for sellingPlanGroups field

We are trying to use the new sellingPlan fields in API v 2021-01 but we get access denied for everything.  We have a private app setup but there are no permissions available for anything dealing with the selling plan and have every other permission selected.  

How can we access the selling plan and related Shopify subscription resources?

Check out the tutorials, they note that the service is currently in Beta, but you can apply for early access.

Did you apply the early access with a public app or a private app?

Seems they only accept applications with public app...

I applied for the subscription API early access with a private app 3 weeks ago but nothing came back 😕
