Building an general-purpose integrations app, like Zapier. How will billing work?

I assume Zapier, Tray, etc. use their own billing and are not required to remit any of their revenue to Shopify. My new app will be similar, with multiple integration sources connected by OAuth. There will be no embedded Shopify view, and the point of the Shopify App will simply be to allow OAuth.

The partner terms seem to suggest that apps with independent billing have to manually remit the revenue share, but I think I am missing something. Can someone point me to the bit of legalize somewhere that explains if a standalone app is able to use OAuth without taking part in the revenue share?
