Can I check if a Shop is Locked to avoid API queries that return locked Response code = 423

Hi,

Is there anything I can check for a Shop via the REST admin API to determine if it is locked, so I can avoid getting the following error:

Failed. Response code = 423. Response message = Locked (This store is unavailable).

What you are saying is that we can behave locked stores as frozen ones. We need to get this information somewhere like Shop. Also a webhook to notify the change of the status would be helpful.
