Cancel order. With restock but no refund.

I need to be able to cancel orders via the API.

The order is not fulfilled.
All items must be restocked.
The payment is processed and should not be refunded (because we issue a voucher instead).

Is this possible?

Bump - I am also curious about ability to cancel line_item without issuing a refund.
