Cannot modify checkouts by sale channels api

Hi all,

I'm newbie and i'm making a public app with Sale Channels type to modify store's checkout.

I'm getting error when call api "For access to web checkouts, contact support through your Partner Dashboard."

I'm create app follow Shopify instruction.

Any one can help me resolve this issue.
