I want to remove postal code because we don't use it in our country and i know that the backend need it so i will remove it from the users and put a static number for all orders for example 00000 can i do this using an app to edit checkout or there is something else i can do ?

To remove a shipping location from your checkout page, make sure that you do not have a shipping rate. That will remove the country.

When it comes to the checkout page in your Shopify store it is unable to be adjusted as it needs to meet the requirements for processing the credit cards. The coding to that is locked so you won't be able to adjust it, our team won't be able to make customizations for you and neither will the Shopify Experts.
All aspects of the page (Billing Address, Country, Postal Code) would need to be filled in in order to verify the credit card. However, if your country doesn't use postal codes I do see how this could pose as an issue for you.
What I recommend is that you make a note on your cart to tell your customers to use a generic postal code if they don't actually know or have one of their own. To do this you would need to edit the code for your cart page. By going to your Store Admin and clicking Online Store > Theme > Actions > Edit Theme Code > cart.liquid you could add some text for your customers.
If you don't feel comfortable doing this you can reach out to a Shopify Expert who I am sure would be happy to get this done for you.

What about removing some cities from the list of the Governorates as I only ship to about 3 out of 30 countries in the list, So I do not want costumer for example to choose a governorate I do not ship to, this will cause many issues.

The fact is that I have added rates for 3 cities only out of 30 and the 30 of them appears at my checkout, Just to be informed I mean cities/governorates not Countries.
Hi, I had kinda similar challenge – tried to add custom field to shipping address that would be imported in Shopify like second address line.
