Checkout token api not working

I am getting successful response for the checkout api. '{mydomain}/admin/api/2021-07/checkouts.json'

However, I am getting below error when I hit api with token '{mydomain}/admin/api/2021-07/checkouts/0118955e09310cfe32498d1772b01dcd.json'

Error :  "[API] This action requires merchant approval for read_checkouts scope."

Please help

What kind of app are you developing? The read and write checkouts scopes are only available to public sales channel apps.

I am developing a store and inside the store there is no option to create public app, there is only an option to manage private apps.

Could you guide me further how to call the api ?
