Display message from app on Dashboard

Hi friends.  My team's developers are bogged down at the moment, so I'm trying to help get some client questions researched and answered for them.  Any links to documentation that I can pass on would be helpful.

We're building an app and would like for the app to display messages to admin users on the Dashboard.  Is this possible?  For example, notifying admin users of an upcoming expiration.
