GraphQL Price List questions; Where to create them?

We have client that would like to leverage Shopify to provide different pricing on product's depending on the customer.  I see in the Admin API GraphQL docs there is info about the PriceList object (https://shopify.dev/api/admin/graphql/reference/products-and-collections/pricelist) but I'm unable to find anywhere in my Shopify store's control panel about creating these lists.  Where would I find that?

I also noticed that the only available field in PriceListContextRule is a list of countries, does that mean that the only metric to check against a customer for that price list is the country code?

The equivalent in-admin function would be available in your payment processor settings. For example, with Shopify Payments:

For your second question - yes, country is the only qualifier at the moment for any given list
