Handling billing of a final usage charge if an app is deleted

We are using the recurring billing with usage charge model for our app.  At present we raise the monthly usage charge in arrears when the billing cycle completes.

If a merchant deletes our app are we able to use the billing API to raise the final usage charge when we receive the webhook notification or is the accepted charge id invalidated at this point such that the billing API will reject our request with this id?

If the charge is is invalid, how should we raise the final usage charge?
