Help with integrating third party shipping api into shopify store (CODING)

Hello,

I am in the process of setting up my store. I am based in Dubai, UAE and therefore I can't use the USPS shipping options etc. obviously. I have signed with a local shipping company and they have sent me code, not an app, for integrating their API into our store. My web designer is having issues integrating it, could anyone possibly send me a guide on how to do it, or do it for us? I am able to send the document that the shipping company sent to me to anyone that can solve this issue for me.
