How can a Shopify App create/edit gift cards on a non-Plus store?

Hi all,

How is it possible, using Shopify APIs, to have a Shopify app create and edit gift cards? I understand that there's a Gift Card API and we have been using it: https://shopify.dev/docs/admin-api/rest/reference/plus/giftcard. But that API is only available for Plus stores. How is an app like https://apps.shopify.com/rise-ai able to create & edit gift cards on our non-Plus stores?

How can I create an app that can create and edit Gift Cards on non-Plus stores?
