Integrating with Local Delivery via API

I am looking to integrate an outside App to automatically create an Order with Shopify's Local Delivery as the shipping method.

I have read through the docs and I haven't been successful in making it happen.
Any insight would be appreciated.

You can fulfill orders from an outside app, but none of the new Local Delivery app info seems to be available via API. Shopify said for example the delivery instructions are not accessible via API. That's what I'm looking for. 

I'm also hoping to generate a local delivery order through Shopify POS if anyone has any ideas there.

This API would definitely help a lot. It is so troublesome to give each rider/staff an account to update the delivery status.
