LineItem.customAttributes Attributes no longer allow HTML?

In early 2020, I built a custom Shopify app from a client that created draft orders with links as custom attributes on line items. The line items used HTML in their strings to provide external links to the customer for their uploads. However, those same links are no longer working.

On the left, you'll see what it used to look like. On the right is what it looks like, now.

Is there a way for me to make links in LineItem.customAttributes, or something else I should be using, instead?

This is completely app-breaking. I can't expect my users to manually copy & paste the URLs they used to be able to click.

Can anyone help?
