We have some line items we want to fulfill via the API.
We set the `notify_customer` property to `false` but the customer still gets the shipping update.
How can we create a fulfillment without notifying the customer?

Do you happen to have an x-request-id from an API interaction where this occurred? It would be found in the return headers. I can take a look to see what might have happened here.
