What order changes trigger order/update hook?

Hello everyone, 

Tried to find information within the documentation, but with no luck, so probably the community can advise.  

The actual case is that I assumed that webhook order/update will be triggered in case if the tag will be applied for the order via the admin panel, but looks like that this is not true, so I'm trying to find a workaround for this problem. 

The question is about exact changes on the order level which will force trigger of order/update hook? Do we have any information about this?

Testing this out today I'm able to receive hooks when adding tags to orders in the Admin  - orders/update successfully fires each time. Let me know if that helps!

Would you please be able to elaborate what the exact steps that you took? We are trying to achieve the same scenario but failing to get any webhook out of Shopify when we manually change the tags on an order.
