Can I only send abandoned cart/checkout emails to customers who have agreed to marketing emails?
I want to send the reminders to all customers.
Shopify documentation (https://help.shopify.com/en/manual/promoting-marketing/create-marketing/migrate-abandoned-checkout) says:
"By default, the abandoned checkout automation is only sent to customers that are subscribed to email marketing. To send the email to all customers, you can edit the To: field of the email and select All customers."
My "To:" field is not editable. It shows this message over lock icon:
"Shopify Email will only send to customers subscribed to email marketing."

So don't worry, you can make it work as your expectation.
Exactly, I quoted this in my original message, but the "To:" field is not editable.
The Shopify Email app doesn't allow the sending of messages to unsubscribed customers. I thought maybe a checkout abandonment email would be an exception to this, but I suppose it is still an unsolicited email.
Are you creating the flow from a template or making it as a custom marketing automation?
In your case, you should choose the 2nd one, so that you can achieve your goal.
