Activate Free Shipping option in checkout based on multiple condition

Hi,

I am trying to create an Shopify App, (its private app) that activates the free shipping in my store based on multiple condition like customer tags, cart price and many more.

I know there are public Apps available in marketplace which include monthly subscription fees, but I want to create private app for my store as I am planning to add many other free shipping condition.

If anyone can guide me through process, flow on how to do would be greatly appriciated. I am familiar with creating app but need the flow and logic behind free shipping.
