Adding new page and logic to store front programmatically

I am developing a Shopify public app and aiming to dynamically introduce a new storefront page. This page will be accessible exclusively to users selected based on tags, allowing them to browse and add products to their cart without any payment during the checkout process. However, we must implement logic on the checkout page to ensure that these users can only purchase a restricted number of products.
