App development - Modifying prices based on order history.

I want to achieve the following:

1. Check a user's purchase history.

2. If user has purchased X amount of products from collection Y, reduce the price of products in that collection by 10%.

There's a lot of Shopify app technologies available (with some crossover) and I'm trying to work out which would be able to achieve what I need to read into. Storefront API or Shopify Functions + GraphQL etc..

I have Shopify Plus, if that opens up some options too.

Sounds like what you’re looking for is an automatic discount for volume ordering. 

It would be pretty tough to find an app that digs into purchase history. If you have a developer that can build you a custom app then you can use App Proxy to fetch customer history then apply an automated discount on checkout.
