App not getting published due to oauth requirement upfront

Hello

We have a non embed app where users first create a campaign and then can connect to their shopify store. Shopify app marketplace needs the oauth first which is not possible in our case because we need a campaign created first before adding a store to it. 

How can we get published if the oauth is happening later?
