Looking for an app that shows a pop up or shows in checkout tiers of discounts. Example “$xxx until you unlock free shipping!”  Help!

I can suggest one app for you called iCart Cart Drawer Cart Upsell which provides the feature you are looking for:

It has one widget called progress bar in which you can set multiple discount tiers like add $XXX to unlock free product, add $XXX to get free shipping, add $XXX to get 10% OFF, etc.
