App Theme Extensions limited to 1 per app?

I just want to get confirmation because I was not able to find this limit anywhere. But whenever I try to make 2 App Theme Extensions I get an error saying I have the max of 1 already.

Is this true, if so is there another way to conditionally allow Blocks? 

I can only seem to conditionally allow the entire app theme extension, so how can I offer a free tier product and a premium tier product?

Every app is only allowed to have a single theme app extension... In my case, I created a second block and used the available_if condition to make it premium.
