App to Charge Customers an Order Processing Fee

I'm looking for an app that will allow me to add a set % processing fee to each order but NOT when it is paid by a gift card or promo code.

Does anyone know of such an app? I've looked at a Mageworx app but it does not allow me to exclude orders placed using a gift card or promo code.
