We have downloadable content that we'd only like to be available to customers who have made a purchase with us. Are there any apps or coding that would allow us to have a webpage on the site that would ask the customer to sign in and input their order number before viewing the page?

Am I correct in understanding that this downloadable content is not being purchased by customers, but should rather be accessible to those who have previously placed a purchase in your store? Apps like Locksmith can help you create a password protected area for your downloadable content, and you can then provide the password to existing customers. I'm taking a closer look to see if this app or others specifically require order number input to access content, so I'll follow up here with an update on that.
I'm curious to learn more about the type of content being offered, as I'm wondering if the free Digital Downloads app might also work for you. This app is one that can be used to sell digital products, but you can also link the digital products to physical products in your store. For example, if the digital product goes hand-in-hand with a physical product in your store, you can use Digital Downloads to connect the two, so that when a customer buys the physical product, they're able to download the digital product as well.

I think either of those could work. The Locksmith seems to have what I was looking for being able to unlock a page if the customer has purchased a specific item.
We are trying to make the user manual for our product available for
customers to download but it has sensitive info in it so we are only
wanting it to be available to those who have made a purchase.
The Digital
Downloads app seems like we can just automatically send them a digital copy
of the manual upon purchasing the product. So that may be a good option as well.

Right, Locksmith will definitely allow you to set a condition for a customer having purchased a specific product (or having placed a specific number of orders). They offer details on these types of key conditions here in their app documentation. This is a great option if you want the content to have a secure, physical home for the manual on your store. Locksmith is a third-party app, but they're a popular choice with other stores and they offer great customer service.
You can use the Digital Downloads app to email the manual directly to customers, so if it doesn't need to be accessible on your store as well, this should work. This app is developed and fully supported by Shopify. Since it's free, I think it's at least worth a try. Let me know how it goes! If you have any questions about the setup, I'm happy to help.
