App Wanted: Offering Tiered Discounts with Collection Condition / Tag to Not Include Prod

We are looking for an app that will give us tiered discounts and the capability to add or remove certain collections as a condition. We do not have ShopifyPlus, so can't use a script.

Example: Spend X, & Y Automatically discounted, but needs to be non-sale products.

If it's a sale product it does not count towards the Spend X total. Should be pretty simple?
