Are new Apps with ScriptTag API even allowed?

I plan on building an App that allows merchants to create Announcement Bars that are displayed above a stores header.

Using App Blocks, I am not able to insert any block in the Header section of the Dawn Theme:

Now I checked how other App make this work, and they all use the ScriptTag API.

But I found this in the documentation:

Other Apps have been rejected for not providing App Block Support, i.e.: here

My question: Is there even a way for me to build an announcement bar App at all?

A) I use ScriptTag API and the app will be rejected because it does not provide App Block Support

B) I use App Blocks which makes no sense since it does not work for announcement bars.

So what do I do here? Am I missing something?

I chatted with the Shopify Partner Support and they could not give me a clear answer and directed me to here... So if anybody knows anything, that would be greatly appreciated!
