Automatic Discounts Codes based on Markets

Hello, does anyone know of an app or have any suggestions on how to set up automatic discount codes by markets? I have a market targeting the USA and I want to run a promotion, but I don't want it to be based on geolocation, I want it to be based on the Shopify Market.
