Build and Pause Plan but 29 a month for dropship supplier?

Soi have the pause and build plan. Because I'm not sure when Im going to open my site just yet although it wont take long to finish. But my question about the third party apps, I plan on starting out with dropshipping, but the app CCwholesale is 29 a month. And they don't offer fulfillment with shopify, I have to place orders manually on their website. My thing is why pay 29 a month is my site isn't live just yet, can shopify suggest they come up with another plan for those of use still building our store, or would you all suggest for me to just add their products last right before I open up shop. Because in a sense its a waste of money if all I am doing is adding the products to my store. No one is buying them yet. So what exactly are they charging 29 for? Just for me to dropship? I could see if they offered automated fulfillment but they dont.
