Can a UI type Shopify Checkout extension app enable merchants to select sequence of payment methods?

I have a query regarding UI type of Shopify Checkout app extensions

Is it technically possible to create checkout apps which would enable Shopify merchants, who are not using Shopify plus, to change the sequence of payment methods displayed at checkout?

I recently set up a Buy Now Pay Later type of payment gateway on my Shopify store based in Pakistan. It becomes the default payment method. This payment method has helped to increase the volume of my local orders. However, my international sales declined because this payment gateway doesn't process international credit & debit cards.

I want to change the sequence of this payment method. I don't want this payment method to appear as the default payment method. However I am currently unable to do as this feature is only available via Shopify scripts on Shopify Plus. I am on the Shopify Basic plan

I was wondering if this feature can be developed in a new UI type Shopify Checkout extension app?
