Can anyone recommend an app for geo-targeted pop ups or announcement bars?

In the meantime, you can look into this one app that caught my eye. It seems like it has all the features you're looking for. It is called Geolocation Warnings & Pop Ups by Effective Apps. You can add it to your store from this link. 

The description says the app allows you to display product warnings only for specific customers located in certain countries. And while it's $4.95 a month, it also has a free plan available. That's great if you want to try it for a while and see if it's a good fit for your business.

Hi Iris, thank you for your reply.

I need to show customers what the minimum cart value for free shipping would be for their city.

For example, for visitors located in New York City, an announcement banner will show their minimum order for free shipping is $50, while a visitor from Los Angeles will see an announcement showing their minimum order for free shipping is $75.

We operate in one country only, so the suggested app won't work, also looks like is intended for warnings on products.

I tried to find something with those features, but the offer is not as broad. So finally, I found this app called Free Shipping Bar by Hextom. You check it out here. 

It doesn’t have pop-ups or widgets, but it’s a static bar at the top of the website. However, it does have Geotargeting. That means it allows you to set different bars to display to visitors from other countries, such as "Free shipping over $50" in the US and "Free shipping over C$70" in Canada.

I understand you mentioned you operate only in one country, so you would need this to work based on the zip code. The good news is that this app, too, has a free plan available. So you can test if that’s possible before moving on to a paid plan that allows more features.
