Can anyone recommend an app similar to TransferExpress' design tool?

I am on the search for an app that can do things similar to TransferExpress' design and upload tool.

On their website, when you upload artwork, you can resize it, change the colors in a vector design, etc. And on items that are charged by the square foot, it calculates the price based on the size of the design. Are there any apps like this?
