Can I access store owner card data through a Shopify app?

Helo everyone, 

i want to create a shopify app. But First I want to know if someone install my app i want to get their store owner card details (BANK Card Details). Can someone tell me how i can do it? And Is there any web hook available if store owner bank card expire i will get notification or data through webhook?

If your app is listed in the Shopify App Store, your app will charge merchants through Shopify's merchant invoicing system. This essentially means that Shopify will bill the merchant on your behalf. Thus, you won't have access to their financial information. This is mandatory for all apps that are listed in the Shopify App Store. You can find more information here.

No, I want to know, Is there any API or Webhook available through which i can get notification from shopify if merchant/store owner credit card expired which attach with any type of campaign in shopify. So, it will trigger my webhook with merchant card data then i can update this expired card with new one.
