Can I add a new payment method to a single store app without being an approved partner?

I should mention that I have very little experience in developing applications for Shopify, but I'm gradually figuring it out. However, the question of creating a payment application is extremely complex. I need to add my own payment method with a payment system that is not available in Shopify. In other words, when placing an order, the customer selects this payment method and is redirected to the payment service. The application will be very simple and only needed for one store. I created the application through a partner account and implemented a handler to install it in the store. Now the question arises: how can I connect a new payment method through this application? The documentation states, "Only approved Partners can build payments apps on Shopify's Payments Platform," and it worries me. Can I not implement a payment method for a single store without being an approved partner?
