Can't create a Facebook pixel nor finish the Shopify Facebook/instagram store setup

Does anyone know why I can't create a Facebook pixel from my Facebook business account? It seems to have a issue since I can't finish the setup for the Facebook insta shoo.

Hi, I am also running into this issue. Any resolution? 
So we can't setup anything (facebook pixel and ads) if we can't set up instagram shopping?
