Cannot register Orders_Updated because it contains protected customer data

Hi all, I just registered a webhook during the OAuth process with the latest node-template, but I receive the following error message 

"message": "This app is not approved to subscribe to webhook topics containing protected customer data. See https://partners.shopify.com/2531460/apps/12535791617/customer_data for more details."

But the app I'm using is being installed for a development store which according to the docs doesn't need the approval to access customer data. Is there a way to register webhooks for development stores without having to approve the customer data access?
