Create custom payment app

Hello,

I am new to developing applications for Shopify. I work for a company that has its own payment gateway, and we are looking for a way to integrate it as a payment method in Shopify. I have been researching and I believe the path we need to take is outlined in the following documentation:

I follow the steps mentioned in these documents:

https://shopify.dev/docs/apps/build/payments/offsite/use-the-dashboard

However, I was unable to progress past step 2 as the option to create a payment app extension did not appear. Further investigation revealed that one needs to be a Payment Partner, but I couldn't find a way to apply.

Then, in this documentation https://shopify.dev/docs/apps/build/payments/payments-extension-review, I found the following message:

“Our payments platform is available by invitation only while we continue to build out our Payments Apps API. Shopify will open the payments platform to new applications in the future.”

So my questions are as follows:

Is it currently not possible to create a payment application or become a Payment Partner?

Is the path I am following (trying to create a payment application) the only possible way to achieve our goal? If there is another way, what would be the documentation to follow?
