Credit cards based in India are not permitted

I am trying to add credit card as payment method while running Shopify Ads for the first time, but I am getting the error:

• Credit cards based in India are not permitted
  

   

  I have tried changing the location outside India, but it doesn't work. From some previous posts, I saw changing location worked for people, but now it is not working: https://community.shopify.com/c/shopify-apps/unable-to-use-indian-credit-card-for-shopify-ads/m-p/24...

I tried with virtual card service and it worked for all of us
