To build a custom app in a legacy account, once in the Partner Dashboard, click to “Stores,” navigate to your development store and you’ll find the option to turn on custom app development in the “Apps” section. From there, create the app manually via the Admin API, or by using Shopify CLI. This is a shortcut around the new app creation flow.
