customer not able to download digital file. "there was a delay with your digital downloads"

Hi, 

I have installed Digital Downloads, I have uploaded .zip files for my products. All seem to work except for the larger one(which is still under 1G zipped). When I try to test buy this, I also am getting the error of "there was a delay with your digital downloads. You will receive an email shortly with your download links." 

1. Is that email that customers are supposed to receive automatically sent? Or do I have to send it?

2. Why is this file not downloading to begin with?
