Customers adding info to sell on site.

Hey,

Trying to scope out if it's possible to create a site model like (for example) autotrader where a consumer pays to list an ad, provides the data/photos to form and once completed it is added to a PLP for a set period of time automatically or with approval. Trying to look on App store but difficult to find anything that provides this. Would this be completely custom functionality potentially?
