Cut-Off Timing For " Same Day Delivery " for selected cities at Checkout

Is there a way to automatically set shipping options e.g. for same-day delivery to only be available for the specific city at a fixed time, such as between 9 am and 12 pm? 

Auto-select the next available delivery method if the rules don't match

It is not possible to do at checkout, but you can give it a try with third-party apps. Check out this Order Delivery Date app, which will help you out with your requirement. As this app has the features that you need. And it will work on the Cart page.
